Comet Storm, a card from Worldwake that was spoiled over at mtgsalvation says this:

Choose target creature or player, then choose another target creature or player for each time Comet Storm was kicked. Comet Storm then deals X damage to each of them.

From discussion on the mtgsalvation forums, it sounds like you can't pick the same target twice and that the word another in this context means that the targets must all be different.

The comprehensive rules don't seem to define this (the phrase another target only appears once), is the meaning of the word "another" spelled out anywhere?

Another: Different or distinct from the one first considered - Merriam-Webster.com

The reason it's not in the comprehensive rules is because it's already stated in the English!

Essentially, the card follows the example of Thrive, to which targets can't be repeated, with the added advantage of a second optional variable.

The other two definitions of another doesn't indicate that it has to be distict. It's also unclear from the reading of Thrive that you can't chose the same target twice, but I guess this is addressed by 601.2d, which says you can't pick the same target more than once unless the word target is repeated. – Matt Ellis Jan 5 at 20:44
