Can you just tap your Howling Mine or do you need something like [[[Twitch]]] to tap it?

You cannot tap a Howling Mine without some other effect, like Twitch. So, if you wanted to prevent your opponent from drawing additional cards, you could use something like [[[Icy Manipulator]]] to tap the mine at the end of each of your turns.
