Both abilities trigger at the exact same time (the beginning of your upkeep), but that's not what you want to know. What you want to know is which trigger resolves first. And assuming that the Elocutors player isn't, for some crazy reason, the same player who controls the [[[Stab Wound]]], that's going to be the Stab Wound's trigger.

At the beginning of the upkeep, both abilities trigger simultaneously. The trigger controlled by the active player (the one whose turn it is--the Elocutor trigger) is put onto the stack first, and then the other player's trigger (Stab Wound) is put onto the stack on top of it. The stack resolves from the top down, so the player will lose 2 life (and possibly die) before the Elocutors' trigger can do anything.

It's also worth noting that Stab Wound will NOT cause a counter to be removed from the Elocutors, because "loss of life" is NOT the same thing as damage.
