Next on his turn, my opponent plays Stonewright and announces that it Soulbonds with the Noble. Now can he activate the soulbonded ability, off of Noble?

No, he can't. [[[Stonewright]]] grants an activated ability to [[[Stromkirk Noble]]], and [[[Pithing Needle]]] forbids him from using the Noble's new activated ability.
