I think it does, but I need to confirm it with your brilliant minds:

If my opponent has Stromkirk Noble in Play, and so I cast Pithing Needle naming Stromkirk Noble on my turn.

Next on his turn, my opponent plays Stonewright and announces that it Soulbonds with the Noble. Now can he activate the soulbonded ability, off of Noble?

[[Pithing Needle]] [[Stonewright]] [[Stromkirk Noble]]

No, he can't. [[[Stonewright]]] grants an activated ability to [[[Stromkirk Noble]]], and [[[Pithing Needle]]] forbids him from using the Noble's new activated ability.
