What happens if I target a Threatened creature with Tel-Jilad Stylus? Can I? If I draw out that creature, could I play it?
Secondly, if I target the creature I have Threatened with Cloudshift, will it enter the battlefield as a 'fresh' copy, thereby transferring control to me, permanently?

You own a creature that started the game in your deck (or sideboard). With [[[Threaten]]] you can control a creature an opponent owns, the controller changes, but not the owner.
So, in the first case, you can't target the creature, since you don't own it and is not a legal target. Notice that in case your opponent did play Threaten on a creature of yours, you could still target it and put it on the bottom of your library.
In the second question, [[[Cloudshift]]] targets a creature you control, so you can target it. When a permanent leaves the battlefield and returns to it, its treated as a completely different permanent, so in your End of Turn step Threaten won't see the creature it targeted and you will control the creature for the rest of the game.
