[[Necrotic Ooze]][[Frilled Oculus]][[Cloudshift]]

If I have a [[[Necrotic Ooze]]] on the battlefield and a [[[Frilled Oculus]]] in the graveyard, I can give the ooze +2/+2 once per turn.

If I [[[Cloudshift]]] the Necrotic Ooze, can it give itself +2/+2 again in the same turn?

If instead I reanimate the Frilled Oculus and then kill it, can the Necrotic Ooze give itself +2/+2 again in the same turn?

In other words, where is the "only once" part stored? Is it part of the ooze, or is it part of the oculus in the graveyard?

if you [[[Cloudshift]]] the Necrotic Ooze, it will no longer have the +2/+2 from the first time you used the ability. When it enters the battlefield again, it will be a new 4/3 creature, without any +2/+2.

400.7. An object that moves from one zone to another becomes a new object with no memory of, or relation to, its previous existence.

You can activate the ability again after the Cloudshift, because this new Necrotic Ooze basically now has an ability that says "+2/+2. Activate only once..." That particular ability is stored on that particular card, and it has not been used yet this turn (it's not the same ability that was used earlier this turn, just another ability that does the same thing).

If you use reanimate/kill, the same basic thing applies... the [[[Frilled Oculus]]] that's in the graveyard now is a different object than the one that was there before. Which means that it's +2/+2 ability is a different one that was there before, and therefore Necrotic Ooze now has this new ability, separate from the one it had before. So yes, you can use this new ability, even though you already gave him +2/+2 earlier.
